Clayton SWOPE

Amazon's Project Kuiper • Head of National Security Policy

Clayton Swope currently leads national security and cybersecurity policy for Project Kuiper, Amazon’s initiative to increase global broadband access through a constellation of satellites in low Earth orbit. He has twenty years of experience in industry and government with expertise leading teams and managing people, executing budgets and programs, building coalitions, and developing strategies to address complex technical, policy, and business challenges. In addition to his current role focused on space and connectivity, he has also worked on cloud policy issues at Amazon. Previously, Clayton served as a senior advisor on national security, space, foreign affairs, and technology issues to a member of the U.S. House of Representatives. He also served over fourteen years at the Central Intelligence Agency. He is a nonresident senior fellow at the GeoTech Center of the Atlantic Council. Clayton holds a Bachelor of Science in Mechanical Engineering.
