Elina Morozova

Elina Morozova is an expert in international space law and policy and in the regulation of radio-frequency spectrum and satellite orbits for space communications. Her work is shaped by the combined perspective of an intergovernmental satellite organisation, engagement in United Nations processes, and academic research.

Dr. Morozova is Executive Director at the Intersputnik International Organization of Space Communications, which brings together States from Africa, the Americas, Asia, and Europe. At Intersputnik, she heads the International and Legal Service and is responsible for relations with Member States and the United Nations system, including the Committee on the Peaceful Uses of Outer Space (COPUOS) and the International Telecommunication Union (ITU). She serves as Editor of the ITU Handbook on best practices for the sustainable use of frequencies and associated non-geostationary-satellite orbits.

Dr. Morozova combines her institutional work with academic research and teaching. She teaches international space law and telecommunications law in the master’s programme at St Petersburg University and is invited to deliver guest lectures internationally. She has published on satellite communications and other aspects of space activities, serves on editorial boards of recognised academic journals, and contributes to international expert projects and initiatives through specialised not-for-profit organisations and professional communities.

Elina holds master’s degrees in International Law, International Business Law, and World Economy, and earned her Doctor of Juridical Science degree from the University of Nebraska College of Law. Her doctoral research examined the role of the notifying administration in the changing regulatory environment for space communications.
