François HOUILLER

French Research Institute for Exploitation of the Sea (IFREMER) • President and CEO

Since September 2018, François HOULLIER has been the President and CEO of IFREMER, the French research institute dedicated to marine science and technology (https://wwz.ifremer.fr/). Ifremer also operates the French oceanographic fleet for the benefit of the entire scientific community (https://www.youtube.com/watch?v=RuWh3U9EhQs) as well as other research infrastructures from the sea surface to the abyss.

François HOULLIER graduated from the Ecole Polytechnique and the Ecole Nationale du Génie Rural, des Eaux et Forêts (now AgroParisTech), and holds a doctorate from the University of Lyon I. He is a member of the French Academy of Technology and of the French Academy of Agriculture.

He was the President and CEO of INRA, the French Institute for Agricultural Research (2012-16). In 2015 and 2016, he submitted three reports to the French government: on citizen sciences (https://hal.archives-ouvertes.fr/hal-02801940/); on research and innovation for agriculture (https://hal.inrae.fr/hal-02801878v1) and for the forest & wood sector (https://hal.inrae.fr/hal-03183659).

He then chaired Université Sorbonne Paris-Cité (2016-18), the largest cluster of academic institutions in Paris. He also chaired the European Forest Institute (2003-2005). Since 2020, he has been chairing the French Alliance for Environmental Research (AllEnvi), which he had already previously chaired (2012-2016).
