Shri Victor Joseph, Scientist/Engineer-G, who is leading multiple teams in ISRO, both techno-managerial and administrative areas, holds Master’s in Mechanical Engineering from Indian Institute of Science, Bangalore and Master’s in Business Administration from University of Kerala, Thiruvananthapuram.

He holds pivotal role in overall organizational planning, policy framing, resource management, mission planning, project appraisal and inter-ministerial & inter-departmental co-ordination He is responsible for expanding the technological horizons of ISRO for strategic engagements, governance, export control and space commerce.

He is ‘spearheading’ complex technology development and management of the organization. It includes generation of technology roadmap, synergizing R&D efforts of various ISRO Centers, promoting collaborative researches etc.

Prior to his assignments in ISRO Headquarters, Shri. Victor Joseph was the chief of Programme Planning & Technology Development activities at Vikram Sarabhai Space Centre (VSSC), the lead Centre for launch vehicles design in ISRO.

Prior to this, he was steering the development and operationalization of LVM3, the heaviest & robust launch vehicle of ISRO. He was instrumental & proactive in enhancing launch frequency, payload improvement and facility augmentation at industry /in-house for increased throughput.

He is a recipient of ISRO Team award 2011 for LVM3 Integration Mockup & Simulation of Launch campaign chronology, ISRO Team award 2014 for Experimental flight of GSLV Mk III (LVM3-X) and ISRO Team excellence award 2017 for First developmental flight GSLV MkIII D1.

He has published several technical papers in National & International journals. He is a Member of Aeronautical Society of India, Astronautical Society of India, Indian Institution of Industrial Engineering and Fellow of Institution of Engineers India.
