Andrey Maksimov has been working in the system of higher professional education since 1982. From 1982 to 1997 he worked at the Leningrad Mining Institute named after G.V. Plekhanov.
In 1997 he was recruited in the St. Petersburg Committee for Science and Higher Education as chief specialist, and later he became deputy chairman of the Committee.
Since 2008 - Chairman of the Committee.
