Asia-Pacific Space Cooperation Organization (APSCO) • Secretary-General

Dr. Jiang Hui, Senior Engineer and Doctor of Economics, has served as Secretary-General of the Asia-Pacific Space Cooperation Organization (APSCO) since 21 February 2025. Dr. Jiang previously served as Counsellor at the Embassy of the People’s Republic of China in the Russian Federation, concurrently acting as China’s Space Representative to Russia (August 2022 – February 2025); and as Division Director, Department of International Cooperation, China National Space Administration (CNSA) (February 2011 – July 2022). Dr. Jiang has made significant contributions to international space cooperation. She has actively advanced bilateral space collaboration with countries including Russia, Pakistan, Indonesia, Malaysia, Argentina, Algeria, Brazil, Peru, and Saudi Arabia, and facilitated the establishment of relevant cooperation mechanisms. She also coordinated several key multilateral cooperation projects, including the BRICS Remote Sensing Satellite Constellation and the International Lunar Research Station (ILRS) project. Under the framework of the United Nations Committee on the Peaceful Uses of Outer Space (UNCOPUOS), she led the Chinese delegation throughout the consultations on the Guidelines for the Long-Term Sustainability of Outer Space Activities (LTS), and served as Co-Chair of the Action Team on Global Partnership in Space Exploration and Innovation under the UNISPACE+50 framework. Furthermore, Dr. Jiang possesses extensive practical experience in space product import and export management in China and has actively promoted the development of domestic space-related regulations and institutional mechanisms.
