Hugo André Costa is an Executive Board Member at the Portuguese Space Agency. Hugo Costa is currently the national representative at the Committee on Outer Space Affairs at UNOOSA, at the European Commission, ESA Council, and served as Chairman of the International Relations Committee at ESA from 2023 to 2026. During his tenure at the Portuguese Space Agency, Mr. Costa successfully chaired the council working group in preparation for the Space Council in 2021 and led the working group on the space component of the Portuguese Presidency of the EU Council, resulting in the conference manifesto “The Lisbon Manifesto on EO for Africa and Europe.”

Hugo André Costa has also represented Portugal in the organisation of the Conference on "Management and Sustainability of Space Activities," held in partnership with UNOOSA.

Before joining the agency, he worked at EUMETSAT in the Copernicus Programme Office. He also gained experience in the space industry, both in Space and Ground Segments in Spain and Germany.

Hugo André Costa was born and raised in northern Portugal and holds a bachelor’s degree in physics from Minho University. His passion for space led him to Strasbourg to pursue a Master’s in Space Studies at the International Space University, followed by an MBA at the Frankfurt School of Finance and Management. He is currently a PhD student at ISCSP.
