Candice Masucci-Templier

NovaspaceManager, Government Practice

As a Manager within Novaspace’s Government practice based in Paris, Candice contributes to the development of space policies, strategies and programmes for institutional and governmental stakeholders worldwide. She specializes in European space policy, defence and security, and supports public authorities in strategic decision-making through policy analysis, programme design, market assessments and impact evaluation.

Throughout her career at Novaspace, Candice has led and contributed to a wide range of international consulting assignments covering space policy, Earth observation, satellite communications, space safety and sustainability, space situational awareness (SSA), space traffic coordination (STC), defence space capabilities, and emerging space technologies. Her experience includes supporting the development of the EU-Africa Space Flagship Programme, contributing to ESA's Strategy 2040 and civil security activities, supporting the European Defence in Space Forum, conducting strategic studies on military space capabilities and SSA/STM, assessing commercial SSA markets and European SATCOM initiatives, and advising governments on the development of national space strategies and programmes. She has also contributed to several Horizon Europe research projects focusing on sustainable and next-generation space propulsion technologies, including Green SWaP and BANTER.

Candice is a key contributor to Novaspace's flagship research report Government Space Programs, providing in-depth analysis of government space activities, budgets and policies across more than 90 countries. She regularly represents Novaspace as a speaker, moderator and facilitator at international conferences, workshops and high-level institutional events covering topics related to space policy, sustainability, defence, and international cooperation.

Prior to joining Novaspace, Candice worked on the development of European collaborative projects under the Horizon 2020 framework and advised private-sector organisations on strategy, governance, public affairs and corporate sustainability. She conducted impact assessments, market intelligence studies and strategic benchmarks to support innovation, business development and policy decision-making across multiple sectors.

Candice holds a Bachelor's degree in Politics and Communication from the University of Montreal, a Master's degree in Marketing and Communication from the Rome Business School, a Master's degree in Public Affairs from Sciences Po, and a Master's degree in European Politics from the London School of Economics and Political Science.
