Dr. Ulpia-Elena Botezatu is an international expert in space law and governance, currently serving as Co-Chair of the Action Team on Lunar Activities Consultation (ATLAC). Previously she served as Chair of the Scientific and Technical Subcommittee of the United Nations Committee on the Peaceful Uses of Outer Space (UN COPUOS) for a term of two years. In these roles, she leads multilateral efforts to advance the legal, technical, and institutional frameworks governing the peaceful and sustainable use of outer space. As Space Policy Officer at the Romanian Space Agency, Dr. Botezatu represents Romania in major international fora — including the European Space Agency, the European Commission, and the EU Space Surveillance and Tracking Partnership — where she works at the intersection of space law, policy, and security, promoting responsible and cooperative behavior in outer space. Combining a technical foundation with a legal specialization, she holds a PhD in Engineering Sciences and a Master’s in Urban Management, and is currently completing a degree in international law with a focus on space law. This dual expertise enables her to approach the challenges of space governance, security, and sustainability from both scientific and legal perspectives. Her research bridges engineering, policy, and law, with numerous publications addressing the resilience of space systems and critical infrastructures, the legal frameworks supporting space situational awareness, and the integration of space systems in shaping resilient and secure societies. She is currently preparing a monograph exploring how space law and technology jointly contribute to resilient urban and global futures.
