Racine Ly, PhD, is a technology strategist and data systems expert with a focus on GeoAI (Geospatial Artificial Intelligence) and its transformative potential across Africa. Holding a PhD in Engineering Sciences applied to Space Transportation Systems from the French Space Agency (CNES) and with over a decade of experience in AI, Earth observation, and spatial analytics, he has led the design and deployment of solutions that support governments, businesses, and institutions in sectors such as agriculture, climate, environment, and economic planning.

He has directed multidisciplinary teams, worked closely with national and regional institutions, and delivered impactful applications—from crop forecasting and food security monitoring to digital infrastructure for planning and investment. As the lead of the Africa Agriculture Watch (AAgWa) program and a contributor to CAADP, Racine’s work has directly supported over 27 African countries with data-driven, context-specific technologies.
