Dr. Ayhan İNCİRCİ is an international relations expert specialized in space affairs, currently serving as Director General of the Department of External Relations and Legal Affairs at the Asia-Pacific Space Cooperation Organization (APSCO) in Beijing—an intergovernmental regional organization recognized by the United Nations Office for Outer Space Affairs (UNOOSA).

With a career that bridges high-level policy formulation and academia, Dr. İNCİRCİ is the founder and former Director of the International Relations Department at the Turkish Space Agency (TUA), where he remains actively engaged. He also holds a lectureship (PhD) at Ankara Yıldırım Beyazıt University, a leading state university in Türkiye’s capital.

As a figure in the global space community, Dr. İNCİRCİ serves as Co-Chair of the Committee on Liaison with International Organizations and Developing Nations (CLIODN) at the International Astronautical Federation (IAF). In this capacity, he continues to drive forward international cooperation and capacity-building, with a particular focus on empowering emerging space nations and fostering inclusive dialogue in the evolving global space governance landscape.
